By Kylie MacLellanLONDON (Reuters) - Unsuccessful attempts to rescue migrants from a sinking boat in the Channel in November 2021 were hampered by poor visibility and confusion over locating the right vessel, Britain's Marine Accident Investigation Branch (MAIB) said on Thursday. "The UK search and rescue response ... was hampered due to poor visibility and by the lack of a dedicated aircraft conducting aerial surveillance," it said in a report published on Thursday. The Channel between France and Britain is one of the world's busiest shipping lanes and currents are strong, making the crossing on small boats dangerous. On the day of the deaths, 1,227 people attempted to cross the Channel, the British government said. More than 25,000 people have arrived in small boats so far in 2023.

The Chinese military regularly sends ships and aircraft through the channel, Taiwan's defence ministry has said. The Chinese Embassy in Manila did not immediately respond to a request for comment on the proposed port in Basco. Cayco confirmed the visit, saying they came "one time to assess" the proposed alternative port. Marcos has said the bases under the Enhanced Defence Cooperation Agreement (EDCA) could prove useful if China attacked Taiwan. Jay Batongbacal, maritime affairs expert at the University of the Philippines, said the proposed port "would certainly be needed for the island’s defence in a worst case scenario."

Russia says the severing of the bank's access to SWIFT is one of the obstacles facing its own exports of food and fertiliser, and that it cannot keep renewing the Black Sea deal unless those issues are addressed. The United Nations says the deal has so far allowed the export of more than 32 million metric tons of food from three Ukrainian Black Sea ports to 45 countries on three continents. Its foreign ministry said the Black Sea initiative had delivered Ukrainian grain to "well-fed" countries but failed to help those that needed it most in Africa, Asia and Latin America.

"The Shandong carrier group, for the first time, in a formation and of scale, went to the waters of the western Pacific," it added. The carrier, commissioned in 2019, has featured prominently in China's military propaganda. DUBAI, Jan 30 (Reuters) - Iran and Russia have connected their interbank communication and transfer systems to help boost trade and financial transactions, a senior Iranian official said on Monday, as both Tehran and Moscow are chafing under Western sanctions. Similar limitations have been slapped on some Russian banks since Moscow's invasion of Ukraine last year. "Iranian banks no longer need to use SWIFT ... with Russian banks, which can be for the opening of Letters of Credit and transfers or warranties," Deputy Governor of Iran's Central Bank, Mohsen Karimi, told the semi-official Fars news agency. Iran's Central Bank chief Mohammad Farzin welcomed the move. "The financial channel between Iran and the world is being repaired," he tweeted.

BEIJING, Jan 5 (Reuters) - China and the Philippines said in a joint statement on Thursday they have agreed to set up a direct communications channel between their foreign ministries on the South China Sea to handle disputes peacefully. The Philippines has previously raised concerns over reported Chinese construction activities and the "swarming" of Beijing's vessels in disputed waters of the South China Sea, an area rich in oil, gas and fishery resources. Both sides also agreed to resume talks on oil and gas exploration in the South China Sea and discuss cooperation on areas including solar, wind, electric vehicles and nuclear power. Coastguards from China and the Philippines would also meet "as soon as possible" to discuss "pragmatic cooperation". Last November, when debris from a Chinese rocket fell in the South China Sea, a Chinese coastguard ship had stopped a Philippine boat from trying to tow it away.

The Office for National Statistics (ONS) said a recovery of travel following COVID-19, and an increase in arrivals of international students who had been studying remotely during the pandemic had contributed to the rise. At the time then Prime Minister David Cameron had failed for several years to hit a net migration target of less than 100,000 a year. The previous record high for net migration was just over 330,000 in 2015. August saw the highest number of small boat arrivals of any month since data has been collected, it said.
